Stage 1: Risk assessment – all phases of an organization must be analyzed for
potential crises; Stage 2: Communication plan development – time frame, internal and external
messaging, delivery system, and tracking and managing all devised with input from a variety of
relevant personnel; Stage 3: Responders – to address first, clearly, and frequently; Stage 4:
Recovery – after the crisis has been addressed, when credibility and trust are reestablished
