In regard to speech memorization, a well-prepared speaker should do what?

You certainly don't need to memorize the entire speech. Yet, to be well prepared, you should know the outline of your major points and the order in which you want to present them. If you forget your notes or drop them and cannot get them back into proper order, you should still be able to deliver your speech.
