One may think at first glance that only Congress/legislative branch makes law; however, all three branches, legislative, executive, and judicial, are involved in making law. The executive branch, the president, makes law by issuing an executive order. The president can veto a law passed by Congress. The president makes law when he or she signs a treaty with another country. The president appoints all federal judges, who in turn apply the law. The U.S. Supreme Court through judicial review, rules on actions of both the Congress and the presidents by determining whether laws are constitutional or not. And, even though the president appoints federal judges, Congress has the power to confirm those judicial appointments.
