1, Define continuing resolution funds used to keep programs up and running when regular appropriations have not been approved by the end of the fiscal year.
2, Define supplemental appropriations as the process by which Congress and the president can provide temporary funding for government activities and programs when funds fall short because of unforeseen circumstances.
3, Explain that continuing resolution funds would apply to the former, whereas supplemental appropriations would apply to the latter.
