2. The spoils system is still used today by governors who appoint someone to a leadership position in the bureaucracy (patronage).
3. However, the trend in government is toward a "merit system" of hiring for most government employees. This means that the person that gets a job is the one who has the best qualifications for that position based on skills and training.
