ANSWER:
The FCC developed the Fairness Doctrine on the premise that the public's right to be informed overrides the right of broadcasters to carry their "own particular views on any matter." In theory, this concept required stations to schedule time for controversial programming on issues and then to ensure the expression of opposing views. In practice, the FCC did not require stations to carry issue-oriented programming. the Supreme Court struck down the right of reply.
