In the international system, there are certain expectations and rules and norms that international players are expected to follow to establish order and security. To ensure that this happens, players follow the unwritten rule of reciprocity, or the practice of behaving toward others as they behave toward you. If reciprocity is not followed by a player, then this player will face scorn and at times economic and military punishment.
