Many American governmental reforms have sprung from the private sector and from state and local governments. First, the most innovative administrative thinking has occurred in the private sector. Public managers anxious to save money and improve service delivery have often looked to corporate strategies and tactics. Second, American governmental reforms have tended to bubble up from the experiments of state and local governments, rather than moving from the federal government down.
