After Iraq invaded Kuwait, the UN Security Council unanimously passed Resolution 660, demanding Iraq’s immediate and unconditional withdrawal from Kuwait; this was followed by ten additional resolutions that, among other things, declared the annexation of Kuwait null and void, held Iraq liable for war and economic damages, imposed trade and financial embargoes, and established a naval blockade. When Iraq did not leave Kuwait, the United States and other UN members began to build up military forces in the region, and on November 29, 1990, the UN Security Council authorized its members “to use all necessary means” to expel Iraq from Kuwait if Iraq didn’t withdraw by January 15, 1991.
