Surge and decline is the effect of the President's party losing seats in Congress during the midterm elections. Part of the reason for this is the lack of coattails. When the President is running, the campaign generates a surge of support for the President's party, which leads to more seats in the Congress. In the midterms, those coattails do not exist. It may also be related to retrospective voting. Presidents who have had two years to perform may have their problems taken out on their party in the midterms.
