Ans: According to the author, when there is conflict present within a group, single issues tend to create a single divide within that group. If the safety valve allows conflict to be tolerated, the issues will not be as intense, and thus it will allow for more smaller issues. The more internal cleavages that are allowed to surface, the more likely it is that any two people will be able to find some disputed issue on which they can agree despite their disagreements on other issues. Cross-cutting cleavages help to keep the society from dividing sharply over a single issue.
