Answers could identify this growth as the “institutional presidency.” Answers should also explain that the president can appoint staff members with considerable influence and power who are not confirmed by the Senate. Answers should discuss the centralization of and secrecy surrounding staffers in the White House. Finally, answers should discuss the competition and repetitiveness of having White House staffers work on foreign policy issues on which cabinet offices also work.
