Why can’t the government clean up television by clamping down on sex and violence?

What will be an ideal response?

The First Ammendent prevents the government from censoring television. Fines can be imposed for indecent content on broadcast after the fact, such as for Janet Jackson's breast baring during the 2004 Superbowl. However, violence is not considered indecent and cable television is not subject to indecency restrictions. The broadcast television networks practice self-regulation by voluntarily posting parental advisories at the beginning of programs.
