The Montreal Protocol is an international agreement reached in 1987 that set the specific goal of reducing the use of chlorofluorocarbons (CFCs) by 50 percent by 1998 in order to halt the destruction of the ozone layer. This effort was successful; advanced countries met the 2010 deadline to phase out use of CFCs and provided about $2 billion in aid to developing countries to meet their deadline. The Kyoto Protocol is an international agreement reached in 1997 that set deadlines between 2008 and 2012 for industrial countries to cut their greenhouse gas emissions. Even though the United States withdrew from the protocol, it entered into force in 2005 after Russia ratified it.
