Because skilled people are in high demand, even if the right people can be found, it is most likely that they are already assigned to a project and so this may hold back the start up date. Another thing that may hold back the project is that the project team should have a dedicated single location to work in, and it should be well designed to support open communication and collaboration. In some companies this may be especially difficult to find.
