Each layer on the Layers panel has its own stacking order. In other words, if a layer contains multiple objects, the objects are stacked in a particular order, with various objects in front of or in back of other objects. The Arrange commands-Bring to Front, Bring Forward, Send to Back, and Send Backward -are applied to objects within the confines of the layer. For example, if you select an object on a layer named "Layer 3" and choose the Bring to Front command, the object will become the front-most object in the stacking order on Layer 3. That doesn't necessarily mean that it will be the front-most artwork on the artboard. Artwork on any layers above Layer 3 will by definition be above any artwork on Layer 3.
