Attainment indicators are typically measures of quantity. The difference between measuring the quantity and quality of education is the difference between mere exposure and achievement. Attainment indicators include net enrollment ratios, mean years of schooling and adult literacy rates. One rough measure of quality is the ratio for the number of students per teacher. Another measure would include test results.
