What is fair use?

What will be an ideal response?

The courts have said it is permitted in some circumstances to use copyrighted works without their
owner's permission. This falls under the concept known as fair use, which the law has said is the use
of copyrighted material "for purposes such as criticism, comments, news reporting, and teaching." It
is usually considered fair use if the copyrighted work is used for an educational purpose, as opposed
to a commercial purpose.
