Americans have generally become more tolerant, yet most believe there should be limits to tolerance. What, then, explains the tremendous amount of liberty enjoyed by groups sometimes feared by the majority?

Most of us do not act on our beliefs; further, we will not make the effort to deny someone else their rights. Although a majority may agree that the liberty of some group should be curtailed, there is no broad consensus as to which particular group(s) that should be. Courts are sufficiently insulated from public opinion to protect minority rights.
