Why is it helpful to have a model of “perfect” administration?

Implementation often fails, not due to the failings of the individual actors in government agencies but due to the dynamics of large organizations. In order to understand what goes wrong in an organization that leads to failures in implementation, it is helpful to have a model of what a “perfect” organization should be. With this ideal in place, we can study what happens (i.e., fails) when deviations from this model occur.
