Basically, the Federal Reserve System controls the amount of money in circulation. They do this by controlling interest rates, limiting the amount banks have to hold in reserve, and by buying government securities. The so-called Fed prefers tight monetary policy (keeping money in short supply) when fear of inflation grows. If recession is on the horizon a loose monetary policy (pushing more money into the system) is preferred. Responses should address the challenges faced by the Fed in determining economic policy such as labor stoppages, agricultural shortfalls/surpluses, or international issues. They should also consider psychological factors.
