What will be an ideal response?
“Part science” refers to the various scientific research and analytic techniques that are used to analyze policy. “Part judgment” refers to the fact that throughout the process, there are points at which value judgments come into play, decisions are not clear cut, and assumptions are made. Policy analysis can be highly rigorous and comprehensive (scientific) and also highly political and much more limited.
