The invisible web, also called the deep web or hidden web, refers to a vast collection of documents, databases, and webpages that are usually not detected by search engines, but can be accessed using other tools and techniques. The invisible web is a huge information storehouse, many times larger than the searchable web, and includes thousands of university, scientific, and government libraries.
Making the dark web illegal would seem to go against freedom of speech. Anonymity is essential for users in some parts of the world to avoid persecution, for example for activists or whistle blowers. No matter what law enforcement does, there will always be ways for dedicated users to remain mostly hidden online; making it illegal would only incentivize the creation of increasingly sophisticated privacy programs, such as encryption algorithms, that would make the job of law enforcement even more difficult.
