Explain what the dramatic shift was in political philosophy leading to the Social Security Act of 1935

Before 1935, the prevailing political philosophy was for individual responsibility of life's contingencies. Because of the Depression in the 1930s and the shift from farm life to city living, people were economically interdependent as opposed to self sufficient. With the passage of the Act in 1935, the federal government accepted responsibility for a part of people's economic security. This was designed as a "floor" of benefits.
