Rather than simply balancing the presidential electoral ticket, recent vice presidents have become more important to the presidents with whom they serve. The vice president can have a large influence on policy, especially if the vice president has a trusting relationship with the president. Responses should include references to specific vice-presidents such as whose vote broke the tie that enabled President Bill Clinton’s first budget to pass. And Dick Cheney who also broke a tie vote on President George Bush’s budget. Both of these votes had major implications on taxation and, as the authors point out, were hallmarks of both presidents’ legislative agendas.
