Why does Photomerge Exposure sometimes open in Automatic mode and at other

times in Manual mode?

What will be an ideal response?

Photomerge Exposure detects whether your source photos were taken with exposure
bracketing or with and without flash, and defaults to Automatic or Manual mode
accordingly. Manual mode works better for source files taken with flash / no flash.
