STUDENTS SHOULD EMPHASIZE THE MAJOR BARRIER THAT INCUMBENCY POSES TO A CHALLENGER AND HOW MOST CHALLENGERS WAIT FOR AN OPEN SEAT TO BECOME AVAILABLE IN THEIR DISTRICT BEFORE RUNNING FOR CONGRESS. IN ADDITION, MONEY, ORGANIZATIONAL SKILLS, AND EXPERIENCE ALL POSE BARRIERS TO ENTRY FOR A CONGRESSIONAL CHALLENGER. MOST MEMBERS OF CONGRESS STATE THAT THE MOST IMPORTANT PREREQUISITE BEFORE RUNNING FOR CONGRESS IS STATE AND LOCAL EXPERIENCE AS AN ELECTED REPRESENTATIVE. WHETHER IT IS A SCHOOL BOARD, CITY COUNCIL, COUNTY COMMISSION, ETC., THESE POSITIONS ALLOW CANDIDATES TO EARN NAME RECOGNITION, A REPUTATION WITH THEIR CONSTITUENCY, AND EXPERIENCE IN THE POLITICAL PROCESS.
