An independent executive agency performs executive functions, but they are independent of the executive departments and report directly to the president. These agencies exist to provide certain agencies greater flexibility in carrying out there mission, to highlight the importance of the agency mission of the political power of the constituent group, or to provide services to a large number in an effective manner.
