Overall government spending has been characterized by decreasing levels of defense spending and increasing levels of social spending. Immediately following WWII, defense expenditures were 29% of total public expenditures and 36% of federal expenditures. During the height of the Cold War, defense spending reached as high as 37% of total public expenditures and 62% of federal expenditures. Spending on social services increased from 7% of total public expenditures in 1948 to 64% of total expenditures in 2011. Federal government spending accounts for more than 50% of total expenditures.
