Why must managers strike a balance between top-down visioning and bottom-up communication?

Senior leaders must assimilate all the information coming from all directions and then communicate top-down the strategic decisions that are made. Top-down visioning, however, works against the bottom-up communication by the frontline workers who know the day-to-day difficulties of implementing strategy. Yet, emphasizing the bottom-up interests of frontline workers without senior leaders' assistance will make it difficult for frontline workers to focus their ideas into a cohesive vision for the future.
