You have just delivered an infant. The baby is limp with central cyanosis. There is NO apparent respiratory effort. You should:

a. begin resuscitation immediately.

c. give oxygen by blow-by, but withhold other resuscitative measures until a 1-minute APGAR score can be determined.
d. position, dry, warm, suction, and stimulate the infant, but withhold other resuscitation until a 1-minute APGAR score can be determined.
