What is said to be the gold standard of program evaluation methods? Given the cost of government programs, is it feasible to require this evaluation for all programs?

The gold standard of program evaluation is the randomized-controlled trial, which assigns some persons to the treatment/recipient group to receive an intervention (i.e., government program); other participants do not receive the intervention. Analysts subject observations to advanced statistical analysis to determine whether or not an intervention (e.g., an after-school program) is working.
