Joan has violated the Electronic Communications Privacy Act (ECPA). The ECPA makes it illegal to access stored e-mail as well as e-mail in transmission. According to the exceptions provided by the ECPA, Joan can only read Harold's e-mail if she is his employer who suspects illegal activity or if she belongs to a law enforcement entity that is investigating Harold's activities.
