The strong mayor-council system; the weak mayor-council system; and the council-manager system. The strong mayor-council system centralizes power in the hands of the mayor, making leadership focused. However, this may lead to personality-driven politics and favoritism for certain areas of geographic support. The weak mayor-council system allows more power to be dispersed among all members of the city council, yet the mayor ends up being just another councilperson with no unique leadership power to focus on citywide issues. The council-manager system chooses members of the council through elections; thus, its members are chosen and motivated through political means, yet the city manager is a professional who is hired and fired based on merit and qualification.
