One is administrative rulemaking, in which the agency sets forth broad standards that apply to all persons and organizations meeting certain guidelines. For example, the Department of Transportation might spell out the standards for reflectors on bicycles. The other approach is adjudication, in which administrative law judges within the agencies hear individual cases; over time, these cases accumulate into a body of rules that individuals and organizations must follow.
