Government, unlike the private sector, does not generally concede the right of employees to strike against “the sovereign state.” Also, the civil service system itself, along with budget decisions by elected policymakers, sets the basic conditions of work. As a result, no executive official can bargain over many of the issues about which the union is concerned. Finally, government differs from private enterprise in the scope of issues on which employees and their unions want to, or are able to, bargain.
