An ideal response will:
1, Define filibuster as a procedure by which senators delay or prevent action on a bill by making long speeches and engaging in unlimited debate, and cloture as a mechanism by which 60 or more senators can end a filibuster and cut off debate.
2, Explain how the makeup of the Senate dictates whether a filibuster works and delays the bill, or whether the 60 votes to cloture can be achieved.
