Efficiency criteria evaluate the results achieved for the dollars invested; what kind of impact a proposal is expected to have and at what cost. Equity criteria evaluate the fairness of a policy proposal in terms of the process used to develop the proposal or in terms of the outcomes . . . were the results equitable across population groups?
