Although few people would disagree that there is a real policy problem there, the question is what type of problem it is. This definition of the problem will, in turn, influence the political forces that are brought to bear on the issue. In the case of drugs, the policy has been constructed primarily as an issue of criminal justice, and therefore law enforcement organizations have become central in implementation. If, however, drugs had been considered more of a health issue, or a social issue, then a very different set of organizations, and very different policy instruments, would have been central to the solutions that government would have pursued.
