the current world system, all states are technically sovereign with no higher authority over them, so at the end of the day, power is perhaps the key factor in world politics. At the same time, we live in a world in which we are connected to other states, in both good ways (economic activity or foreign travel) and bad (crime and terrorism, which can skip across borders, too).
