When a speaker moves beyond trying to convince listeners to embrace a value, and takes the next step in urging them to do something about it, the speech then becomes a question of policy. Questions of policyconcern what should be done, what procedures should be adopted, what laws should be changed – overall, what policy should be followed. Some speeches may defend or promote a specific policy, while others may argue that a current policy should be discontinued. A speech based on questions of policy almost invariably involves questions of value, too – but it goes one step further and encourages listeners not only to support or oppose something, but to act on that feeling. Speeches on questions of policy may be organized in a variety of ways.
