Elites are influential leaders from government, business, popular culture, or interest groups. Depending on the policy topic of interest, different elites hold power to influence the shaping of policy. Elites provide information and influence on the policy process and, through political engagement, gain influence over how money is spent and which policies are adopted. Elite influence on policy making may not be as democratic as Americans would believe.
