Linear policy succession involves “the direct replacement of one program, policy or organization by another, or a change in an existing program’s location,” whereas nonlinear policy succession involves multiple changes, which are more complex and involved. Points of comparison include the greater tendency of nonlinear succession than linear policy succession to include organizational change at a higher level, for example, creation of the Department of Energy versus replacement of AFDC with TANF.
