Explain why the tracer activity decreases and then increases when VUR is present

VUR (vesicoureteral reflux) is indicated when the tracer is seen moving through the ureters and into the bladder and then returning to the ureters. The reflux causes urine from the bladder to return to the ureters, causing the tracer activity to appear in the ureters again.
