Dr. Van Offer may need to "negotiate" with her in regard to her request. He may also be forced to handle the statistics in a different manner, or use a different set of statistics.

Other nonreactive ethical concerns include, privacy and confidentiality of data. Existing statistics raises issues of social and political natures. Political and bureaucratic issues impact the types of resources devoted to existing statistics as well as to political agendas.
