Check for obstructions near hydrant.
Check direction of hydrant outlets.
Check for mechanical damage to the hydrant.
Check the condition of paint for rust or corrosion; ensure ensure discharge outlet caps are not painted shut.
Check water flow by having hydrant fully opened.
Check to ensure a dry-barrel hydrant drains when stem valve is closed.
