Since Westphalia, states have been the primary and dominant players, and the realist theoretical lens continues to afford them pride of place. However, especially over the last half-century, non-state actors have become more important to international relations. Transnational terror networks, for example, have become the primary security threat to most powerful states. For example, ISIS has claimed responsibility for a number of attacks in various European countries. Unlike before, when states could target the territories of other adversarial states, decentralized terror networks are not confined to a specific geographic region. Therefore, traditional security measures are less effective today than they were in the past.
