Explain the World Charter for Nature's role in protecting natural resources

In October 1982, the United Nations General Assembly adopted the World Charter for Nature. Principle 11 of the World Charter for Nature declares that states need to establish procedures to control "activities which might have an impact on nature." In particular, it calls upon states to (1) avoid activities that are likely to cause irreversible damage to nature, (2) conduct "exhaustive" examinations to demonstrate that the expected benefits outweigh the potential damage to nature before proceeding with activities that are likely to pose a significant risk, and (3) prepare environmental impact studies that include plans for minimizing potentially adverse effects before undertaking activities that may disturb nature.
