In what sense is California government a "hybrid" government?

Varies. Essentially, it combines the features of representative government (officials are elected to positions in competing branches, such as an executive and a legislature) and direct democracy, whereby the people have the power to make laws in a political process that is not checked by another branch (except sometimes the judiciary). Students should be able to demonstrate an understanding that the ability for citizens to participate in the lawmaking process negates the role of representatives, and puts voters in charge of decision-making.
