Fitting under the pluralistic approach, the concept of organizational cultures gets at the differences within agencies. Some agencies are physically consolidated in one building, some are scattered all over the country among state and local governments, some groups enjoy strong interest group support giving them relative autonomy, while others are generally disliked by interest groups and politicians and must stand alone. Also, some agencies, like the Forest Service, have a “professional esprit de corps, a decentralization practice, and a systemic socialization of its rangers to the agency’s norms that substitutes for centralization.”
